Looking at the case of China, we can see China has done a great job in curbing the spread of COVID-19 cases. Their daily new confirmed cases has come down to 20-30 per day.
Here on this page you get to compare China with rest of the world. Treating China as a benchmark, situation in rest of the countries can be analysed.
Select any country along with China from the filter. First graph will of China and second will be of the country or countries selected. Currently its China vs India (selected)

Gowth Factor = New cases on nth day / New case on (n-1) th day.
Second Derivative of Confirmed Cases: The 2nd derivative, basically all it is telling us is whether the cases are growing at an accelerating or decelerating rate.
When the growth factor for the spread is 1.0 this can be a sign that we have hit the inflection point. Second Derivative of Confirmed Cases is test for concavity and find saddle points. The inflection point is where the curve changes concavity.
So we compare both the growth factor and the 2nd derivative since, maybe one or the other can be used to measure how far we are from an inflection point.
